JOB SUMMARY/ACCOUNTABILITY:

The Sr. Benefits Manager is responsible for directing and planning the day-to-day operations of group benefits programs (group health, dental, vision, short-term and long-term disability, workers compensation, life, and accidental death insurance, flexible spending plan, 403(b) plan, Aflac and Employee Assistance program). The Benefits Manager is also responsible for FMLA administration and policies and procedures to meet the organization’s needs. The Sr. Benefits Manager formulates partnerships across the HR function and organization to deliver value-added service to management and employees that reflect the organization’s business objectives.

POSITION QUALIFICATIONS:

  • Bachelor’s Degree in Human Resources Management or related field or an equivalent of a High School diploma and ten (10) years of benefits and compensation work-related hands-on experience
  • Five (5) years benefits and/or compensation related experience
  • Strong working knowledge of FMLA and STD review and processing, market survey analysis, verification of employment and workers compensation
  • Knowledge of government regulations as they apply to benefits administration and compensation base and incentive programs, policies, and operations
  • Full proficiency in Microsoft suite including Word, Excel, Outlook, PowerPoint, Visio
  • Self-driven with the ability to recognize improvement on processes and take the initiative to execute changes
  • Focused attention to detail, well-organized and demonstrated ability to prioritize multiple tasks to achieve desired results and adapt favorably to changing priorities
  • Develop strong, trusting relationships to gain support and achieve results
  • Be flexible and available to interact with employees at all levels.
  • Excellent verbal and written communication skills

GENERAL RESPONSIBILITIES:

  • Research employee benefits plans and vendors to obtain the best plans, options, and rates.
  • Design, recommend, and implement new benefits programs. Examine possible plan designs and benefits cost changes.
  • Serve as the primary contact for plan brokers and third-party administrators.
  • Evaluate and revise internal processes to reduce costs and increase efficiency.
  • Ensure compliance with applicable government regulations.
  • Maintain group benefits database and update employee payroll records
  • Ensure timeliness and accuracy of required reporting and fees.
  • Oversee the process of monthly invoices.
  • Assist in the development of company bargaining proposals for employee benefits and analyze union benefits recommendations. Obtain and prepare cost data for organization and union proposals and final settlement.
  • Handle benefits inquiries and concerns and troubleshoot the concern to resolution
  • Coordinate Open Enrollment/Health Fairs
  • Policy development and administration
  • Analyze HR trends, best practices, and metrics (FMLA, Workers Compensation, Benefits Administration, etc.)
  • Provide supervision and direction to the Benefits Specialist

WORKING AND ENVIRONMENTAL CONDITIONS:

Works in a normal office environment with the usual pressures of managing personnel and dealing with time constraints.  Because of multiple sites within the department and the need to meet with others within the community, it is common to drive to several locations, sometimes in inclement weather. Handles large volumes of paper and forms.
