The Human Resource & Payroll Analyst will under the direction of the VP of Human Resources and Payroll, coordinate and participate in technical payroll accounting activities; participate in the preparation, maintenance, processing, analysis and auditing of manual and automated payroll data, information. Also, collect, compile, and analyze HR data, metrics, and statistics, and apply this data to make recommendations related to  HR and Finance requests.

  • Thorough understanding of local, state, and federal laws involving employment, HR and Payroll, and HR and Payroll policies. 
  • Proficient with Microsoft Office Suite or related software. Including strong Excel experience is a must. 
  • Proficient with or the ability to quickly learn the organizations HRIS, payroll, and similar employee management software. 
  • Knowledge of internal controls, recording and reporting of payroll transactions, including the origination of the transaction.  
  • Bachelor’s degree in Human Resources, Business Administration, Accounting, or related field or equivalent required. 
  • At least two to three years of experience in related areas such as Payroll, Accounting, or HR 


  • Coordinate auditing, record-keeping, and reporting functions to ensure proper application, calculation and reporting of payroll data, benefits, and taxes; oversee and participate in the coding and application of voluntary deductions; coordinate the processing of payroll deductions for health and welfare benefits, disability, and Workers’ Compensation; verify proper authorizing signatures, coding, and accuracy of payroll adjustments 
  • Participate in complex payroll support functions; calculate, review, verify and post a variety of complex payroll data such as gross pay, retirement, contract adjustments, retroactive payments, hours, tax information and leave; balance, reconcile and submit payrolls for  processing.  
  • Reconcile payroll registers and employee withholding to tax files created for payment remittance and filing of returns and to the general ledger. 
  • Collaborate with external payroll processing provider to resolve tax discrepancies and record necessary adjustments to employee pay data. 
  • Coordinate quarterly and year-end tax activities with external payroll processing provider and local entities to record necessary adjustments to employee pay data.  Reconcile quarterly and annual tax reporting to payroll registers and other system reports and general ledger. 
  • Periodically audit employee tax setup in system to ensure accuracy. 
  • Request external payroll processing provider setup new earnings/ deduction and tax codes as needed. 
  • Liaise with Accounting system and external payroll processing provider to ensure interface files are functioning properly and all data is mapped correctly between the two systems. 
  • Prepares reports of data results, presenting and explaining findings to senior leadership. 
  • Setup and maintain user roles in system.  Assign users and maintain users as needed. 
  • Develop and maintain standard operating procedures for all assigned tasks. 
  • Perform internal controls testing as prescribed. Identify and remediate any control gaps. 
  • Execute recurring and ad-hoc reporting as needed for cross-entity reporting. 
  • Develop and maintain dashboards to report on agreed upon metrics. 
  • Forward garnishment questionnaires, notifications and tax notices to external payroll processing provider. 



Works in a normal office environment with usual pressures of managing personnel and dealing with time constraintsBecause of multiple sites within the department and the need to meet with others within the community, it is common to drive to several locations, sometimes in inclement weather. Handles large volumes of paper and forms.
