I. JOB SUMMARY/ACCOUNTABILITY:

The Benefits & Compensation Manager is responsible for directing and planning the day-to-day operations of group benefits programs (group health, dental, vision, short-term and long-term disability, workers compensation, life and accidental death insurance, flexible spending plan, 403(b) plan, Aflac and Employee Assistance program). The Benefits & Compensation Manager is also responsible for FMLA administration, and policies and procedures to meet the needs of the organization. The Benefits & Compensation Manager is also responsible for the compensation structure of the organization, including wage analysis and salary reviews. The Benefits & Compensation Manager formulates partnerships across the HR function and organization to deliver value added service to management and employees that reflect the business objectives of the organization.

II. POSITION QUALIFICATIONS:

  • Bachelor’s Degree in Human Resources Management or related field or an equivalent of a High School diploma and ten (10) years of benefits and compensation work-related hands on experience
  • Five (5) years benefits experience
  • Three (3) years of compensation experience
  • Strong working knowledge of FMLA and STD review and processing, workers compensation, 403B Retirement Plans, Long term and short-term disability, Group Life and Accidental Death & Disbursement
  • Knowledge of government regulations as they apply to benefits administration, policies, and operations
  • Full proficiency in Microsoft suite including: Word, Excel, Outlook, PowerPoint, Visio
  • Self-driven with the ability to recognize improvement on processes and take initiative to execute changes
  • Focused attention to detail, well-organized and demonstrated ability to prioritize multiple tasks to achieve desired results and adapt favorably to changing priorities
  • Develop strong trusting relationships in order to gain support and achieve results
  • Be flexible and available to interact with employees at all levels
  • Excellent verbal and written communication skills

 

III. GENERAL RESPONSIBILITIES:

  • Research employee benefits plans and vendors to obtain the best plans, options, and rates.
  • Design, recommend and implement new benefits programs. Examine possible plan designs and benefits cost changes.
  • Serve as primary contact for plan broker and third-party administrators.
  • Evaluate and revise internal processes to reduce costs and increase efficiency.
  • Ensure compliance with applicable government regulations.
  • Ensure timeliness and accuracy of required reporting and fees.
  • Assist in the development of company bargaining proposals for employee benefits and analyze union benefits recommendations. Obtain and prepare cost data for organization and union proposals and final settlement.
  • Coordinate Open Enrollment/Health Fairs
  • Policy development and administration
  • Analyze HR trends, best practices, and metrics (FMLA, Workers Compensation, Benefits Administration, etc.)
  • Responsible for the filing of the 5500 and other related benefits documents
  • Administer and or manager audit of all benefit plans
  • Responsible for the implementation of a salary structure
  • Review and processing of Equity Adjustments
  • Conduct Market and Salary surveys
  • Provide supervision and direction to the Benefits Specialist

IV. CONTINUOUS QUALITY IMPROVEMENT AND ETHICAL CONDUCT:

V. WORKING AND ENVIRONMENTAL CONDITIONS:

Works in a normal office environment with usual pressures of managing personnel and dealing with time constraints. Because of multiple sites within the department and the need to meet with others within the community, it is common to drive to several locations, sometimes in inclement weather. Handles large volumes of paper and forms.
